Mission

The East Carolina University Behavioral Concerns Team works to maintain a safe University environment that is conducive to academic achievement while balancing its concern for individual students, faculty and staff. In pursuit of this purpose, the Team’s mandate when faced with concerning behavior exhibited by a member of the campus community is to use reasonable discretion to make informed decisions that are in the best interest of the student, faculty or staff member involved and the entire campus community.

UBCT was established to assist in addressing situations where persons of the campus community are displaying dangerous, disruptive, threatening, distressed or concerning behaviors that potentially impede on safety or successful functioning within the college environment. UBCT acts as an assessment team whose duty is to review reports and incidents involving our students. In addition to reviewing reports, the team will also investigate referrals, link at-risk individuals with campus and community resources for support, educate the campus community on topics relevant to reporting responding to incidents of a critical nature, and monitor ongoing behavior of students who have displayed concerning behavior. The team takes a collaborative approach with the campus community to promote and prioritize community safety.

The goal of UBCT is to provide a process for identifying, assessing, managing, and mitigating concerning behaviors and actions in the campus community with the utmost dignity and respect to all involved.

Warning Signs/What to Report

  • Irritability with others or acting out in anger
  • Erratic behavior
  • Indirect threats to self or others
  • Excessive interest in weapons
  • Lists or writings depicting targeted violence
  • Serious emotional distress
  • Expressing hopelessness or helplessness
  • Disturbing content in academic work
  • Expressed intent to harm self or others
  • Intense or uncontrollable anger
  • Fighting or assaultive behavior
  • Bizarre delusions or hallucinations
  • Concerning social media posts
  • Stalking
  • Domestic/Dating violence
  • Concerning interest in acts of violence
  • Suicide attempt or threat (if active, call 911)
  • Brandishing a weapon (call 911)
  • Drug or alcohol overdose (call 911)
  • Overt threats to kill (call 911)

What We Don’t Do

  • Rapid response (SWAT/Police)
  • Provide legal advice
  • Determine judgement on guilt or innocence
  • Profile or predict behavior

FAQs

How do I know if it is a threat or serious enough to report?

Please see ‘what to report’ and always err on the side of caution.  If you’re questioning, report.  Let us determine the level of concern.

How do I report?

Use the CARES report form. If the threat is imminent or if it is an actively violent incident, please dial 911.  If on campus, it will dispatch to ECU PD.  If off campus, it will dispatch to Greenville PD.

Will police be involved if I report?

Police may be informed if we determine the reported concern requires law enforcement measures.

What happens after I report?

The concern is assessed to determine appropriate action.  We will follow up for additional needed information but may not be able to disclose active procedure. We will protect confidentiality to all possible extent.

Will the person of concern find out I made the report?

We do not notify the person of concern regarding information on the reporter.  They may know who reported based on co-involvement in the incident, however. If you do not wish to share a name, we can still discuss safety measures for yourself but will not be able to directly mitigate the person of concern.
